JUAN PAGÁN for CONGRESS
Juan is a true life-long citizen representative of New York – his loyalty is unparalleled – he understands the importance of community and, as a member of Congress, will ensure that our district and our Nation have the best political representation.
Juan’s parents, Rosa and Ramón, migrated from Puerto Rico to New York City where they met and married. Rosa gave birth to identical twins, Juan being her first born.
Juan, a father and grandfather, is the parent of two children born and raised in New York City. His daughter lives in NYC with her husband and their eight-year-old daughter. His son is a 1st Lieutenant in the US Army Reserve and currently deployed in Cuba and will be taking part in its reformation from a communist dictatorship to democratic form of government.
Juan was educated in New York City public schools from kindergarten to the High School of Music & Art and then attended John Jay College of Criminal Justice where he earned his degree in Justice Studies.
Juan is a New York State Credentialed School-Age Child Care Provider and the former director for the New York City Housing Authority of the Dr. Pedro Albizu Campos and the Bernard M. Baruch Houses Community Centers. There he oversaw the NYCHA Children’s After School and Summer Day Camp Programs, and the Teen-Age Evening Programs where he served as an administrator, and guitar & music teacher. City supervisors recognized Juan’s persevering concern for the children in his care designating the Baruch Center as an official haven for at-risk children in connection with the NYC Administration for Children Services.
Juan is a former Correction Officer with the NYS Department of Correctional Services, and a youth counselor with the NYS Division for Youth (a State governed institution of detention facilities throughout New York for youthful felony offenders). Juan also worked at the Federal Reserve selling certificates and bonds, interpreting regulations to the public, and as Administrative Assistant for the Associate Provost at Baruch College. Juan served as Manhattan Representative with the NYC Department of Education’s Citywide Council on High Schools, a position he was elected to by parents whose children attended public high schools in Manhattan. Juan served as president of the Legacy High School Parents Association where his daughter Hannah was a student. Juan fought alongside parents, students, and teachers against the deterioration and closing of Legacy High School, and other public schools throughout the city threatened with closings.
Juan is a former small business owner (Carpentry, Plumbing, Electrician and Demolition Services) who understands firsthand the hardships of owning a small business in New York City. To give back to the community and help restore lives, Juan hired four ex-offenders released from State prison. Juan volunteered as a music instructor at a NYS prison facility, and through his efforts, Juan secured funds from Albany to purchase new musical instruments and hire a music teacher to teach at the prison. After Hurricane Sandy, Juan (like thousands of other residents who live in Zone 1) lost heat, hot water, and electricity for nine days. He spent the days in the aftermath of the disaster volunteering at the relief center to help his neighbors.
Juan is a cancer survivor who, despite three bouts with cancer, major surgery, and many years of treatment fighting cancer and depression, found new meaning and renewed vigor for life when he was declared in remission. Juan is a published author participating in the Write Treatment Writing workshops for cancer survivors at Mt. Sinai Hospital. His stories are published in “The Write Treatment Anthology, Volume One.”
While visiting family in Puerto Rico rehabilitating from cancer treatment, Juan’s family urged him to stay and live out the rest of his years with family in a house a short drive from Jobos Beach… Juan’s response:
“One of my favorite poets and patriots, Jose Martí, was hiding in the mountains from the oppressor; not because of fear, but to heal from the wounds inflicted by his enemy as he fought alongside the people who were so afflicted by a tyrannical regime… but the outcry of the people had become more painful than the wounds he sustained in battle; and although his wounds were not completely healed, and his injuries still fresh, he came out of the mountains and returned…to fight! I would find it so hard to die knowing that I left my community and my country no better than if I had never lived for it. If we are to thrive as a Nation and a community, we must make sacrifices for our children, our families, and our neighbors. I look forward to serving Queens as your next representative in Congress.”

GREG HACH for CONGRESS
NEW YORK BORN AND RAISED
Raised in Hicksville, Long Island, right here in New York’s 3rd Congressional District, Greg grew up in a modest home in a proud union family that valued hard work, integrity, and community. By the age of 13, he was already earning his keep, washing dishes at a local restaurant and taking on odd jobs while attending Hicksville public schools. In junior high, Greg joined the Civil Air Patrol, the U.S. Air Force Auxiliary, where he learned navigation, search-and-rescue techniques, and the importance of discipline and service. Those early experiences instilled in him a lifelong work ethic, respect for the trades, and a commitment to standing up for working people.
LEGAL CAREER AND SERVICE
After returning home, Greg joined the engineering department at the CBS Broadcast Center in Manhattan, working full time while earning his degree in government from John Jay College of Criminal Justice. His dedication earned him a scholarship to Ohio Northern University Law School. After law school, Greg began representing union trade workers suffering from asbestos-related diseases, including his own father. That mission led him to co-found Hach & Rose, LLP after 9/11, ensuring victims of the attacks received free legal representation when they needed it most. Today, Hach & Rose is one of New York’s premier personal injury firms, having recovered over $1 billion for injured New Yorkers. Greg is a Super Lawyers honoree (2015–2025) and is admitted to practice in New York, Washington, D.C., and the federal courts for the Eastern and Southern Districts of New York.
MILITARY SERVICE
Driven by a desire to serve his country, Greg enlisted in the United States Air Force during the final years of the Cold War. He served with the United States Air Forces in Europe, 16th Air Force, and was assigned to the 7276th Security Police Squadron at Iraklion Air Station in Crete, Greece. During his service, Greg witnessed history firsthand, the fall of the Berlin Wall and the collapse of the Soviet Union. After an honorable discharge, he remained in Europe, building a business and learning German. These experiences gave him a global perspective that continues to guide his decisions and a deep appreciation for the freedoms America protects.
FAMILY AND COMMUNITY
Greg and his wife Theresa returned to Long Island to raise their three children, a son pursuing a career in law enforcement, a daughter training as a pilot, and a younger daughter passionate about helping children. Their family embodies the same values Greg has lived his entire life: service, faith, and hard work. Greg’s roots run deep in this community, and he’s ready to fight for the future of Long Island families.

WELSON CHANG for STATE ASSEMBLY
Dedicated to fostering leadership and empowering others, I have consistently focused my career and community involvement on personal and collective growth. After earning a Bachelor of Arts in History from McGill University in 2000 and later a Master of Science in Accountancy from the University of Phoenix in 2020, I combined academic achievement with entrepreneurial ambition by founding Stanwell Inc. That same year, I expanded the business through the acquisition of Stanwell West, leading a manufacturing firm that specializes in tamper-evident heat shrinkable plastic film tubing.
My commitment to leadership development extends beyond business. Throughout my 20s and 30s, I honed my creative and organizational skills as a comic book artist and writer while also serving in the non-profit sector as an assistant database administrator for the National Council of Jewish Women. Becoming a naturalized U.S. citizen in 2008 further solidified my passion for civic engagement and community building.
Since moving to Assembly District 24 in Oakland Gardens in 2018, I have worked tirelessly to strengthen civic participation. As a founder of Project Civica, I champion the belief that an informed and empowered citizenry can drive meaningful change. My leadership is also reflected in my role as a Republican County Committee member since 2022, where I support fellow members by sharing research and insights on legislative developments. I am committed to investing time, talent, and resources into nurturing emerging leaders within my district.
Active in various organizations, I am a dues-paying member of the NFIB and Moms for Liberty, and I serve as an Active Sentinel for Heritage Action, part of The Heritage Foundation. My ongoing mission is to inspire and equip individuals and communities to lead with integrity, vision, and purpose.
